Why KTM much "better" than, say, a Honda? What makes them faster, more efficient and racable? Among the 4-stroke KTM 250 and Honda CRF250R, what are the specific differences that make the most of a KTM MX bike?

You are not the best MX bike. When was the last time they won a title KTM AMA. KTM are more expensive because they use high quality components to better than the handlebars, tires, brakes, chains, sprockets, etc. KTM is the only of the 5 major context, without a rear suspension. KTM components used values of a higher quality than other brands. Genius is not necessarily better, but small things like claws hyrdraulic and quit the suspension connections for dual-rate spring KTM not much better in my opinion, btw I own a Kawasaki, its everything you want on the bike

KTM would be my last choice of the top-5.
Honda, Yamaha, Suzuki, Kawasaki and a better control and superior suspension. The rear sucks without bail.
